WEST HOLLYWOOD, Calif. — November 5, 2026. West Hollywood has approved an unusual expansion of its local domestic-partnership system: adults in consensual relationships involving three or more partners will be able to register those relationships with the city. The City Council voted unanimously on the ordinance in early November, according to the Los Angeles Times’ November 3 report and PinkNews’ account of the council action. The measure follows separate anti-discrimination protections enacted earlier this year.

What the new local registration means

Under the described ordinance, participating adults can file a statement with the city clerk establishing a multi-partner domestic relationship. The rules require adult status, consent, shared responsibilities, and other eligibility criteria. Reported local protections concern visitation at health facilities and jails within the city’s jurisdiction, as well as certain protections for tenants after a partner’s death or departure. The registry will be available to qualifying people who do not live in West Hollywood, but that does not make its local protections enforceable everywhere else.

Does this mean California has legalized marriage between three people?

No. The municipal ordinance is not a marriage statute, does not amend California’s statewide marriage law, and does not automatically confer federal tax, immigration, inheritance, benefits or parental rights. Its effect is limited to the local powers available to West Hollywood. Reports indicate the ordinance is scheduled to take effect 30 days after its adoption; residents should confirm the implementation date and filing instructions with the city clerk before attempting to register.

Supporters welcome recognition; critics of the drafting seek changes

Advocates say multi-partner households often face practical problems involving medical visits, housing and recognition of caregiving arrangements. Some supporters nonetheless question whether the current definition adequately covers people who have several separate two-person relationships rather than a single group relationship. Councilmember Chelsea Lee Byers said she would pursue clarifications. The city has also adopted a separate ordinance addressing discrimination based on family or relationship structure.

The policy has been widely discussed because it challenges assumptions about who can be recognized as a household. Residents interested in the exact rights should read the West Hollywood City Clerk’s official information rather than equating a city registration with marriage.
